Russia’s Ministry of Energy agreed to an incentive plan that will allow PJSC Lukoil to complete the deep conversion, delayed coking complex now under construction at subsidiary LLC Lukoil-Nizhegorodnefteorgsintez’s Kstovo refinery in central Russia.
